Committee recommends sustaining the Zoning Board of Appeals’
approval for the Special Use Permit for a Planned Unit Development for
an RV and Fifth Wheel only community in an R-1, Single-Family
Residential Zoning District at 2530, 2710 and 2720 South Main Street
(Midwest Yard Holdings, LLC/Applicant). Subject to conditions.

A motion was made by Alderman Torina, seconded by Alderman Logemann, that this
Committee Report be Approved by committee.
Ald. Torina stated that she had spoken to Attorney Rodriquez, and the developer
concerning the proposed project, and the developer has agreed to increase the
displacement funds for the residents, and he has also agreed to give the residents more
time to find new housing. Ald. Torina noted that while she doesn't like the thought have
having people being displaced, she does feel better about being able to get the residents
more money and time for the move. She thanked her colleagues for their support, and she
gave Ald. Granath a special thank you for enlightening her more about camping culture.

Proposed Lift-Assist Ordinance
A motion was made by Alderman Bell, and seconded by Alderman Torina, that this
Committee Report be Approved by committee.
Ald. Beach asked if the fee should be different for businesses as opposed to residents.
Angela Hammer, Legal Director for the City of Rockford explained that per the statute,
the ordinance only applies to assistant living facilities, and nursing homes. She further
explained that the ordinance will allow the City to recover funds allocated for lift assists
at assistant living facilities and nursing homes.
Ald.Tuneberg noted that per the ordinance, a charge would be assessed after the sixth
call. Ald.Tuneberg asked about these type of costs as they may relate to Rockford
Housing Authority properties. Carrie Hagerty, Finance Director for the City of Rockford
explained that when the Fire Department is called to RHA properties, the costs are billed
to the residents not to the Housing Authority.
Ald. Meeks asked if independent living facilities would fall under the definition included
in this ordinance. Director Hammer explained that it would be based on a case by case
basis.
