Council/Committee Meetings: Call to Order, Invocation, Pledge of Allegiance, Public Speaking  
and City Council/Committee Agendas.

CALL TO ORDER  
The Chair, Alderwoman Wilkins, called the meeting to order at 5:39 PM. Alderman Durkee arrived at  
6:05 PM.

INVOCATION  
Pastor Violet Johnicker of Table of Grace gave the invocation. Alderwoman Wilkins led the Pledge of  
Allegiance.  
III. PUBLIC SPEAKING  
1. Erica Reed gave an update on the educational requirements on domestic violence for law  
makers and judges.  
2. Denzil Wynter spoke about the treatment of African American soldiers serving in World War  
II.  
3. Prophet Yusef quoted scripture and discussed the types of resolutions that should be made.  
4. Steven McMaster expressed frustration with City rules and ordinances.  
5. Ken Dickens discussed the events in Minnesota, racial profiling and protesting.  
IV. INFORMATION ONLY  
1. 2026 Current and Future Land Use Update Presentation.  
Scott Capovilla, Planning and Zoning Manager, and Colin Belle, Comprehensive  
Planning and Design Coordinator, gave a brief review of the updates to the City of  
Rockford's Current and Future Land Use Map. The update is to help ensure that further  
land-use decisions align with the City's long-term development vision as outlined in the  
2040 Comprehensive Pan. They went on to highlight the updated maps provide more  
detail and are interactive before taking questions.

COMMITTEE REPORTS  
1.  
Approval of the Proposed Funding Agreement with Northwestern  
Illinois Area Agency on Aging, an Illinois not-for-profit corporation  
(NIAAA) for the establishment of a Senior Center at 5505 East  
State Street. The funding source is a reallocation of unspent ARPA  
Plan/ Major Corridor Signage Funds not to exceed $300,000.  
Alderman Hoffman made a motion to approve. Alderman Durkee seconded. There was  
no discussion. MOTION PREVAILED 4 to 0 by roll call vote.

Approval of the proposed Funding Agreement and Lease  
Agreement for 713 E. State Street (Shumway Building) with  
Rockford Area Arts Council for 2026 through 2028 in the amount  
of $125,000 annually for a total amount of $375,000. The funding  
source is the City’s Redevelopment Fund.  
Alderman Hoffman made a motion to approve. Alderman Durkee seconded. After  
discussion, MOTION PREVAILED 4 to 0 by roll call vote.

Alderman Hoffman made a motion to adjourned. Alderman Durkee seconded. MOTION PREVAILED  
by unanimous voice vote. The meeting adjourned at 6:10 PM.
