CALL TO ORDER  
The Chair, Alderwoman Wilkins, called the meeting to order at 5:39 PM.

Pastor Levi Farar of Calvary Christian Church gave the invocation. Alderwoman Wilkins led the  
Pledge of Allegiance.

PROCLAMATION  
Mayor McNamara read in a proclamation proclaiming May 9, 2026 to be World Migratory Bird  
Day in the City of Rockford, Illinois.  
Mayor McNamara read in a proclamation proclaiming the month of May 2026 to be Motorcycle  
Awareness Month in the City of Rockford, Illinois

Kelly Lewis spoke about the proposed resolution by Alderman Bell and the data center.  
Peggy Cain expressed frustration over the transparency in regards to the data center.  
Amanda Becker spoke in opposition to Briggs Mansion demolition.  
Prophet Yusef quoted scripture and spoke about job and wage discrepancy.  
Denzil Wynter talked about a person experience he had with the City.

COMMITTEE REPORTS  
Approval of the amendment to the AP-90 Program Specific  
Requirements/all current and prior year Annual Action Plans.

Alderwoman Hoffman made a motion to approve. Alderman Salgado seconded. There  
was no discussion. MOTION PREVAILED 3 to 0 by unanimous voice vote.  
Approval of the amendments to the FY 2025 - Addition of Projects and

Alderwoman Hoffman made a motion to approve. Alderman Salgado seconded. There  
was no discussion. MOTION PREVAILED 3 to 0 by unanimous voice vote.  
VI. ADJOURNMENT  
Alderwoman Hoffman made a motion to adjourn. Alderman Salgado seconded. MOTION  
PREVAILED by unanimous voice vote. The meeting adjourned at 6:04PM.
